Whey in UpandUp (Target brand) Ibuprophen

Clarification, a fellow FPIES mom noticed this is the tablets (I hadn't noticed that- was just so focused on the reminder to check labels for hidden ingredients).  She also pointed out that many tablets contain milk protein, so be careful (this was on the PIC FB site if you want to check it out). 

Is there whey protein in the liquid too? My son reacts to it.  I assumed he was reacting to the ibuprofen itself.  It really grinds me that we have supposed mandatory allergy labeling, but "dairy derived" ingredients are magically not required to be labelled, even though it's enough to send my son into a reaction.  What is the point of this?
